Some churches today consider the Holy Spirit as mere energy or power coming from God. However, there are a lot of Bible verses that pertain to the Spirit, not just as a power, but the third Person of the Godhead.
The Holy Spirit have some personal characteristics such as emotions, a will, and intellect. He is the One responsible in teaching the Christian what to do, especially in relation to the Word of God. It is through the power of the Holy Spirit that a believer can become obedient to the commandments of the Lord.
Christians should be sensitive to the leading of the Holy Spirit in their lives, just like how Philip the Evangelist, the Apostle Peter and the Apostle Paul were controlled and guided by the Spirit. Continuous dependence upon God would lead to the filling of the Spirit. It simply means allowing God to get more out of you.
